Currently very hard to align the clips by mouse.
You can zoom in and out on the Timeline using the mouse scroll wheel (or two finger scroll on the track pad).
You can also right click on the timeline blocks and type in their start time.
You can also set the snap amount (in 1/16 notes) in the timeline settings window. (a value of 64 would be a full bar).
Please bear in mind that the timeline is experimental and these interaction systems will likely change in future.
