Incoming noob question. I created a quick “line” clip that lasts 1/32nd and use it to pulse along with piano chords in a song. Is there some way to prevent the clip from starting over each time so that I can perhaps color shift it, or rotate it or some such over the duration of the repeats, if this makes sense? I read something in here about retrigger, but that’doesn’t seem to be an ON/OFF value as far as I can tell.

The Retrigger setting you’re after is on the clip itself - right-click the clip and you’ll see a checkbox for it.
Turn that off and the clip will behave as if it started at the beginning of your timeline, simply turning on and off instead of restarting each time.
(The RETRIGGER button in the Clip Editor just replays the clip, which is useful when editing something that only plays once - but yes, I realise that’s a confusing name! I should really rename it RESTART CLIP or something clearer.)
