Could the global tempo multiplier not be disabled when you select an option like MIDI clock or Ableton Link? When a song is building up to a break the BPM remains the same but you may want to go from every 4 beats to 2 to 1 to match the build.

Yes, I’d really like to make that work - it makes total sense for builds and transitions. Right now it’s disabled for some fairly boring technical reasons, but it’s definitely something I want to add in the future.
In the meantime one option is to keep half-time or double-time versions of your clips in the deck and swap between them. It’s clumsy I know, but at least you have options until I can fix it properly

I could also have another program that is following Ableton Link continuously tap the Tap button via MIDI. 
I suppose I could also implement the time based effects in Effects and control the duration with Parameter 1. That’s is what most of the built in effects are doing.
