i bought the APC mini MK2 (for the price mainly).
I understood its limitation with Liberation. The question with new version of liberation and midi mapping opportunities is: could be this midi controller Arturia BeatStep be mapped and used for the missing functions of APC mini mk2 and run together to have full control of liberation functions ?

The short answer - yes 
The longer answer - any buttons or rotaries can be mapped to anything that the APC40 can do, and I’ve also added absolute values so you can map a specific control to a specific clip or property regardless of scroll position.
It uses a config file that aims to be human readable, but honestly you could probably just put it through one of the reasoning models these days, they do a pretty good job of figuring it out and can find MIDI mapping for common controllers online.
So yes the new version has a LOT of new features and improvements so It will require a lot of testing, but this new MIDI implementation should do what you need.
